Regular Meeting – Monday, January 11, 2016
The Board of Education of Badger Independent School District No. 676 held a regular meeting on Monday, January 11, 2016.
Superintendent Jerome called the meeting to order at 7:31 p.m.
Roll Call:  Jim Christianson, Connie Creviston, Carol Rhen, Jamie Isane, Cari Dostal, Jeramy Swenson
Administration present:  Tom Jerome, Stacey Warne 
Visitors present:  Jackie Simmons, Ryan Bergeron
Superintendent Jerome called for nominations for School Board Chairperson.  Member Christianson nominated Member Isane.  Member Rhen seconded the nomination.    Member Isane was declared Chairperson.   U.C.
Chairman Isane called for nominations for School Board Vice Chairperson.  Member Creviston nominated Member Christianson.  Member Rhen seconded the nomination.  Member Christianson was declared Vice Chairperson.  U.C.
Chairman Isane called for nominations for School Board Clerk.  Member Christianson nominated Member Dostal.  Member Swenson seconded the nomination.  Member Dostal was declared School Board Clerk.  U.C.
Chairman Isane called for nominations for School Board Treasurer.  Member Christianson nominated Member Creviston.  Member Dostal seconded the nomination.  Member Creviston was declared School Board Treasurer.  U.C.
Badger School Board/District Committee Assignments were reviewed and assigned.  A list of assignments will be available in the office.
A motion was made by Member Swenson to designate The Greenbush Tribune as the Badger School official school newspaper for calendar year 2016.  Member Dostal seconded the motion.  U.C.
A motion was made by Member Creviston to designate Border State Bank, Citizens State Bank and the Minnesota School District Liquid Asset Fund official school depositories.  Member Rhen seconded the motion.  U.C.
A motion was made by Member Christianson and seconded by Member Rhen to set the official school district mileage rate the same as the IRS rate and change as IRS changes with dates coinciding.  Current rate, effective January 1, 2016, is 54 cents per mile.  U.C.
A motion was made by Member Dostal and seconded by Member Christianson to designate the official School Board monthly meeting date and time as the second Monday of every month at 7:30 p.m.  U.C.
A motion was made by Member Christianson and seconded by Member Dostal to leave the official School Board meeting per diem at $85.00 per board meeting for the Chairperson and $75.00 per meeting for all other members.  $170.00 for meetings that exceed 4 hours, not including travel, for the Chairperson and $150.00 for meetings that exceed 4 hours, not including travel, for all other members for calendar year 2016.  U.C. 
A motion was made by Member Creviston and seconded by Member Swenson to designate the Business Manager authority to make electronic fund transfers as needed.  U.C.
A motion was made by Member Christianson to approve the minutes of the December 14, 2015, Regular Board Meeting.  Member Dostal seconded the motion. U. C.
A motion was made by Member Creviston to approve the payment of bills check #56488 through check #56540 as listed, and Purchasing Card payments dated January 5, 2016, as submitted.   Member Swenson seconded the motion.  U.C.

Superintendent Jerome reported on the following items:
1)  Superintendent Jerome reported that the remodeling process is going well and is on schedule.  There was a recent minor leak that was quickly repaired.  Snow removal is going well.   
2)  Student enrollment as of January 7, 2016, is 257.
3)  January 9, 2016, was the FIRST Robotics Kick Off.  The FIRST Robotics team will have six weeks to design and build a robot to meet the specifications of competition.  
A video of the 2016 competition requirements was viewed.  The Regional  Competition will take place in Duluth.  Medtronic's donated $5000.00 to support the Badger High School FIRST Robotics Team.
4)  Seventh grade students will attend the Wolf Ridge Environmental Learning Center April 18-22, 2016.  Shannon Dostal, Wolf Ridge Advisor, and will accompany the students.  A parent meeting is scheduled for February 1, 2016, at 7:30 p.m. in the Music Room at the Badger School.  
5)  A revised 2015-2016 District Budget will be presented to the School Boardfor approval at the February board meeting.
6)  The annual Minnesota School Board Association 95th Annual Conference will take place January 14-15, 2016, in Minneapolis.  Superintendent Jerome plans to attend.
7)  Second reading of MSBA/MASA Model Policy 521, Student Disability Nondiscrimination Policy.
8)  Second reading of MSBA/MASA Model Policy 413, Harassment and Violence  Policy.
9)   Superintendent Jerome explained the current progress of the capital building project.  The School Board will do a walk through at the conclusion of the meeting.
10)  The Filewave computer system is in place and iPad applications are being loaded.
11)  Superintendent Jerome reported that he has been appointed to serve on the MREA Small Schools Advisory Committee.  The first meeting will be held Friday, January 15, 2016.  Superintendent Jerome will provide a report to the School Board at the February meeting.
12)  Carol Rhen provided a synopsis of the MSBA Delegate Conference she recently attended.
13)  Carol Rhen provided a synopsis of the MREA Annual Conference she recently  attended.
Dean of Students Report:
1)  The Student Council Winter Fun Day was held the afternoon of December 23, 2015.  Students in grades 7-12 played games in the classrooms and ended with a dodge ball tournament.
2)  The end of the second quarter is this Friday, January 15, 2016.  
3)  Staff will attend a workshop in Thief River Falls on Monday, January 18, 2016.
3)  College Financial Aid Night is scheduled for January 20, 2016, at 6:30 p.m. in the  ITV lab.  Gerry Schulte, a financial aid representative from NCTC, will be the presenter.
4)  Eleven juniors and seniors are enrolled in 28 courses for the Online College in the High School Spring Semester .
 Reports:
A motion was made by Member Christianson to accept the cash report as of December 31, 2015.  Member Rhen seconded the motion.  U.C.
A motion was made by Member Dostal to accept the quarterly budget report as of December 31, 2015.  Member Swenson seconded the motion.  U.C.

New Business:  
1)  A motion was made by Member Rhen to approve MSBA/MASA Model Policy 521, Student Disability Nondiscrimination Policy.  Member Christianson seconded the motion.  U.C.
2)  A motion was made by Member Creviston to approve MSBA/MASA Model Policy 413, Harassment and Violence Policy.  Member Isane seconded the motion.  U.C.
A motion was made by Member Creviston and seconded by Member Christianson to adjourn the meeting at 8:32 p.m.   U.C.
