Kittson County Proceedings (0423)

     The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, March 18, 2014 at 9:00 a.m.  All members were present.
    The meeting was called to order by Chairman Bouvette.  The pledge to the flag was given.
    The agenda was approved as amended.
    A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the minutes from the March 4, 2014 County Board meeting as amended.
    A motion was made by Commissioner Anderson, seconded by Commissioner Spilde and unanimously carried to approve the payment of Commissioner Warrants and Auditor Warrants as follows:

    A motion was made by Commissioner Spilde, seconded by Commissioner Younggren and unanimously carried to approve the February per diems and expense sheets.
    Committee reports were given.  A new 12-15 member workgroup was being created by the Department of Natural Resources to work on the new Elk herd management plan.  A motion was made by Commissioner Spilde, seconded by Commissioner Anderson and unanimously approved to appoint Leon Olson to represent the Kittson County Board of Commissioners on the committee.
    Chairman Bouvette updated the County Board on meetings between the personnel committee and the two labor unions representing county employees.  A tentative agreement has been reached with law enforcement but the committee has heard nothing back from the union representing the highway department.
    A motion was made by Commissioner Anderson and seconded by Commissioner Younggren to adopt the following resolution:            #14-07
Two River Golf Club Liquor License
    BE IT RESOLVED that the Kittson County Board of Commissioners hereby grants a one-year (1) on-sale intoxicating liquor license to the Two Rivers Golf Club in the amount of $300, for license year ending March 31, 2015 and recommends that said license be approved by the Minnesota Liquor Control Director.
    Voting in favor: Commissioners Younggren, Olson, Bouvette, Spilde, and Anderson.  
    Voting against: none.
    A motion was made by Commissioner Younggren and seconded by Commissioner Olson to adopt the following resolution:            #14-08
Lancaster Riverside Golf Club Liquor License
    BE IT RESOLVED that the Kittson County Board of Commissionershereby grants a one-year (1) on-sale intoxicating liquor license to the Lancaster Riverside Golf Club in the amount of $300, for license year ending March 31, 2015 and recommends that said license be approved by the Minnesota Liquor Control Director.
    Voting in favor: Commissioners Younggren, Olson, Bouvette, Spilde, and Anderson.  
    Voting against: none.
    County Administrator Christensen presented a request from the Civil Air Patrol for the county to place a one-time advertisement in their publication to help them with their costs.  After discussion the County Board took no action.
    Meeting with the County Board were Darren Carlson from the Kittson County Soil and Water Conservation District.  Carlson presented the County Board with the contract for zoning services.    
    A motion was made by Commissioner Olson, seconded by Commissioner Younggren and unanimously carried to approve the contract with Kittson County Soil and Water Conservation District for zoning administration as amended.  The contract is effective March 18, 2014 through December 31, 2014 and is automatically renewable unless notice is given by either party at least 60 days prior to renewal.
    A motion was made by Commissioner Spilde, seconded by Commissioner Anderson and unanimously carried to draft a letter of support for Enbridge’s proposed Line 67 upgrade project.
    Chairman Bouvette gave an update on the planned Kittson County Veterans Memorial to be located in Lake Bronson.  The public committee spearheading the project would be meeting March 29 in Lancaster and still did not have a representative from Karlstad.
    The Quarterly Health Insurance Claims report was presented for information.
    Meeting with the County Board was Kelly Bengtson, Kittson County Highway Engineer to update the Board on maintenance issues and road conditions around the County.  Work was proceeding on pushing back some of the snow drifts with the rented dozer.  The highway department presented the townships with a proposal to widen the plowed areas on the bus routes on township roads.  The department has billed the towns and townships for $87,712 worth of snow removal through March 8, 2014 of this fiscal year.  Bid lettings for resurfacing CSAH 20 will be held on April 8, 2014 and for replacing 2 box culverts in northern Kittson County on March 25, 2014.  There will be a meeting with the US Army Corps of Engineer on March 19, 2014 concerning the permit application for the proposed CSAH 14 project.
    A motion was made by Commissioner Younggren and seconded by Commissioner Olson to adopt the following resolution:        #14-09
MnDOT DETOUR AGREEMENT
    IT IS RESOLVED that Kittson County enter into MnDOT Agreement No. 05527 with the State of Minnesota, Department of Transportation for the following purposes:
    To provide for payment by the State to the County for the use of County State Aid Highways No. 6, No. 1 and No. 8 as a detour route during the contract construction to be performed upon, along and adjacent to Trunk Highway No. 59 at 0.25 miles north of Lancaster under State Project No. 3507-17 (T.H. 59=174)
    IT IS FURTHER RESOLVED that the County Board Chairman and the County Administrator are authorized to execute the Agreement and any amendments to the Agreement.
    Voting in favor: Commissioners Younggren, Olson, Bouvette, Spilde, and Anderson.  
    Voting against: none.
    The Kittson County Board of Commissioners recessed for a short break at 10:51 a.m. and reconvened in the upstairs meeting room at 11:05 a.m. for the County Ditch 16 hearing.  Chairman Bouvette called the hearing to order.  John Wingard with the Minnesota Department of Transportation presented the planned changes to the alignment of County Ditch 16 to the public and answered questions from the County Board and the public.
    Chairman Bouvette declared the hearing over at 11:30 a.m.
    The Board adjourned to April 1, 2014 at 9:00 a.m.
