BOARD OF EDUCATION PROCEEDINGS

The Board of Education of Independent School District No. 2683 met in regular session on September 15th, 2014, at 8:06 pm in the Library at the Greenbush/Middle River School in Greenbush, Minnesota.
Board Chair, Shane Kilen called the meeting to order with all board members in attendance.  Also present was Supt. Tom Jerome, Principals Eldon Sparby and Sharon Schultz, Amie Westberg, Kent Janicke and Nancy Olson
A motion was made by Joe Melby, seconded by Paul Robinson and UC that, BE IT RESOLVED that the Board of Education approve the agenda of the September 15th, 2014 regular Board Meeting as presented.
A motion was made by Carrie Jo Howard, seconded by Jeff Nelson and UC that, BE IT RESOLVED that the Board of Education approve the minutes of the preceding regular meeting of August 18th, 2014.
A motion was made by Laurie Stromsodt, seconded by Shane Anderson and UC that, BE IT RESOLVED that the Board of Education approve the minutes of the preceding special board meeting of August 27th, 2014,
A motion was made by Laurie Stromsodt, seconded by Joe Melby, and UC that BE IT RESOLVED that the Board of Education approve the payment of bills for the month:
Check numbers 30174 – 30272:    $149,308.07 and Purchasing Card electronic payments dated August 3rd, 2014 and Electronic Funds Transfers as submitted
The Treasurer’s Report for the month of August was presented and reviewed.
Listening Session Report:
• Sports Board – consider a Coach Representative on Sports Board
• Invite Coaches to Sports Board Meetings
• Bussing Concerns
• Concern about Facilities in particular, Locker Rooms and the need for improved Athletic & Arts Facilities
• Question about why practice times are asked to end at 5:45 pm every night
Superintendent’s Report:

•    Greenbush/Middle River School District Enrollment
As of September 11th, 2014:  total enrollment is:  420
Greenbush School:  Grades K-5/9-12 = 246
Middle River School:  Grades K-1, 3-5 / 6-8 = 174
Enrollment at the conclusion of the 2013-2014 academic year was 418
•    Greenbush Middle River School District Staffing (non-certified)
.5 bus route (a.m. only) was added to the district bus routes as a result of geographic location at the request of building principal
Position has been advertised in the two school district appointed newspapers
One application was received
•    Greenbush Middle River School District Open House
August 28th
1:30-3:30 in each building
Open House was publicized on the radio and in the newspaper as well as letters sent home to district families of students and an invitation was extended to Lifecare Greenbush Manor
• Bullying Prohibition Policy
As a result of the new legislation, School Districts are required to adopt a “New” Bullying Prohibition Policy
MSBA/MASA Model Policy 514 is being recommended for adoption
• Border State Bank
Border State Bank (Greenbush & Badger) recently donated a large quantity of student school supplies and backpacks
The student school supplies were donated by individuals and collected by Border State Bank
These school supplies are made available to students and distributed to families as needed throughout the year
• REAP Grant
Greenbush Middle River School District has been awarded the Rural Education Achievement Program grant
Federal Grant Awarded to the Greenbush Middle River School District in the amount of $17,408.00
Funds will be channeled to Technology needs
• Staff Workshop
August 26th – 28th
Staff development activities were planned and carried out in preparation of the 2014-2015 school year
First reading of Policy 514 is attached for your review
• School District Media Relations
Border State Bank has once again agreed to sponsor a radio news report which will feature the Greenbush Middle River School District once a week (Tuesdays) beginning September 9th
The program takes place at weekly at approximately 8:30 am on KQ92
Opportunity for the Greenbush Middle River School District to discuss, promote and feature our schools, students and district events and accomplishments
-10 minutes each week to provide information regarding our students and district

• MREA Annual Conference / November 16-18
Conference will feature keynote speaker:  Former West Virginia Governor Bob Wise
Theme of conference is:  “Career & College Readiness:  Reform, Results & Real Life”
Conference will be held at Cragun’s Resort near Brainerd, MN
• Proof of Loss Claim has been submitted to School District Insurance Company
The Greenbush Middle River School District has submitted a proof of loss claim as recommended by legal counsel.  The Greenbush Middle River School District is in the process of attempting to recover district funds, which were paid out as indicated in the forensic audit report and identified as ineligible or unsupported overtime compensation.
•    Border State Bank Pledges Donation
Border State Bank has pledged $3,000.00 to the Badger Greenbush Middle River Softball program.  Funds are designated for the installation of lights at the varsity softball field
•    Release of Caroline Sorenson
Fill-in teachers are needed for periods 6 and 7 in Middle River.  Sub was available but no longer is available.  Carol Rhen as applied for the position.

Reaching out to New Students
Superintendent Jerome presented Preliminary Levy which was reviewed by Board members.
A motion was made by Carrie Jo Howard, seconded by Shane Anderson, and UC that, BE IT RESOLVED that the Board of Education 2683 approve the hiring of Janet Pierce, as a dishwasher.
A motion was made by Shane Kilen, seconded by Joe Melby, and UC that, BE IT RESOLVED that the Board of Education of District 2683 certify the 2014 payable 2015 levy at the maximum amount.
A motion was made by Laurie Stromsodt, seconded by Carrie Jo Howard, and UC that, BE IT RESOLVED that the Board of Education 2683 approve Bullying Prohibition Policy #514.
A motion was made by Shane Anderson, seconded by Laurie Stromsodt, and UC that, BE IT RESOLVED that the Board of Education 2683 approve the hiring of Mercedes Timm, as a .5 bus driver.
A motion was made by Joe Melby, seconded by Carrie Jo Howard, and UC that, BE IT RESOLVED that the Board of Education District 2683 accept the following donations:  
Anonymous donation in memory of Ione Tuura to Greenbush Middle River Media Centers $50.00
 Harry and Patty Ignaszewski to Greenbush
Middle River FIRST Robotics $10.00
A motion was made by Shane Kilen, seconded by Shane Anderson, and UC that, BE IT RESOLVED that the Board of Education 2683 approve the hiring of Carol Rhen as part-time Science Teacher.
Paul Robinson made a motion to adjourn, seconded by Joe Melby and UC.
