at which time they will be publicly opened and read aloud for the construction of the above named project. Envelopes containing bids must be sealed, clearly marked on the lower left-hand corner “Bid Enclosed for Water Treatment Lab & Break Room Renovation” and with the name and address of the bidder and the date and hour of the opening.

Bids will be received for the following project:

Water Treatment Lab & Break Room Renovation Project. 
The Renovation work includes demolition of the existing casework, flooring, ceiling, interior glazed block wall, existing sinks, mechanical diffusers, lights, receptacles and conduit. A new wall assembly will be constructed to separate the lab area from the break room area. A hollow metal door will be provided to allow access between the two rooms. New laboratory casework including wood cabinets and acid resistant countertops will be provided in the lab area adjacent to the new wall. Wood casework with solid surface tops will be provided in the break room and at the workstation area in the lab. The break room also includes a stainless steel double bowl sink. Additionally both rooms will receive new VCT floors and new Acoustical ceilings.

Each bid must be accompanied with a cashier’s check, bid bond, U.S. Government Bonds (at par value) or certified check equal to five percent (5%) of the amount of the proposal. Security is payable to the Owner as a guarantee of prompt execution of the contract in accordance with the proposal and Contract documents, along with furnishing Payment and Performance Bonds of One Hundred percent (100%) of the bid amount acceptable to the Owner.
Bids received after the deadline will be returned unopened. Bids are to be submitted on the Bid Form provided in the project manual. Bids not received on the Bid Form will be cause for rejection. Bid Security shall be enclosed with Bid Form. 
“A contractor responding to this solicitation document shall submit to the city a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Minnesota Statutes, section 16C.285, subdivision 3.” (Form C-452)
“The term ‘responsible contractor’ as used in this solicitation document means a contractor as defined in Minnesota Statutes, section 16C.285, subdivision 3.”
“Any prime contractor or subcontractor that does not meet criteria in Minnesota Statutes, section 16C.285, subdivision 3 or fails to verify that it meets those criteria is not a responsible contractor and is not eligible to be awarded the construction contract for the project or to perform work on the project.”
“A false statement under oath verifying compliance with any of the minimum criteria shall render the prime contractor or subcontractor that makes the false statement ineligible to be awarded to a prime contractor or subcontracor that submits a false statement.”
“A prime contractor shall submit to the city copies of the signed verifications of compliance from all subcontractors of any tier pursuant to Minnesota Statutes, section 16C.285, subdivision 3.”

Bids may not be withdrawn within Sixty (60) days after the scheduled closing time for receiving bids without consent of the Owner. The Owner reserves the right to reject any or all bids and to waive any irregularities in bids or bidding not in the best interest of the Owner.
