The Board of Education of Independent School District No. 2683 met in regular session on March 16th, 2015, at 8:07 pm in the Library at the Greenbush/Middle River School in Middle River, Minnesota.
Board Chair, Shane Kilen called the meeting to order with board members, Shane Kilen, Carrie Jo Howard, Kurt Stenberg, Joseph Melby, Jeff Nelson, Laurie Stromsodt and Paul Robinson in attendance.  Also present was Supt. Tom Jerome, and Principal Eldon Sparby.  Amie Westberg, Darlene McCauley, Mark Stromsodt, Greg Knutson, Nancy Olson and Lisa Berg.
A motion was made by Laurie Stromsodt, seconded by Paul Robinson and UC that, BE IT RESOLVED that the Board of Education approve the agenda of the March 16, 2015 regular Board Meeting as amended.
A motion was made by Carrie Jo Howard, seconded by Laurie Stromsodt and UC that, BE IT RESOLVED that the Board of Education approve the minutes of the preceding regular meeting of February 24th, 2015.
A motion was made by Paul Robinson, seconded by Kurt Stenberg, and UC that BE IT RESOLVED that the Board of Education approve the payment of bills for the month:
Check numbers 30765 – 30847: $121,434.74 and Purchasing Card electronic payments dated February 3, 2015 and Electronic Funds Transfers as submitted
The Treasurer’s Report for the month of February was presented and reviewed.

Superintendent’s Report:
Greenbush Middle River School District Enrollment
• As of March 11th, 2015 total enrollment is:  419
• Greenbush School:  Grades k-5 / 9-12 = 243
• Middle River School:  Grades K-1, 3-8 = 176
Supt. Jerome is currently seeking input from staff and administration regarding the Greenbush Middle River School District 2015-2016 Academic Calendar.  Calendar will be submitted for board approval during the April Board Meeting.  Calendar will be based on what is in the best interest of students and families of the Greenbush Middle River School District.  Teachers and Administration serve the students, families and community members that make up the Greenbush Middle River School District.
Insurance Bid Opening was conducted in Supt Jerome’s office on May 16th at 5:30 pm.  Attending this meeting was 
Supt. Jerome, Kent Christian, Lisa Berg and Mara Gust from the GMREA and Carrie Jo Howard as School Board Representative.
Greenbush Middle River FIRST Robotics Regional Competition was held on February 25th – February 28th at the Northern Lights Regional in Duluth, MN.  Sixty teams competed with states represented including:  Minnesota, Iowa, Michigan, North Dakota and Wisconsin.  Greenbush Middle River FIRST Robotics Tea, #5172 finished 3rd overall after qualifying rounds.  After Final rounds of competition, the Greenbush Middle River FIRST Robotics Team placed 2nd.  Greenbush Middle River was the second highest finishing team from Minnesota in the Northern Lights Regional.  Greenbush Middle River FIRST Robotics was awarded the “Quality Award” sponsored by Motorola.  It appears that Greenbush Middle River FIRST Robotics Team #5172 will qualify for the Minnesota State High School League Championship and will compete on May 16th.
Greenbush Middle River School District celebrates “Music in Our Schools” Month during the month of March.  The “Music in our Schools” concert will occur Monday, March 16th at 7:00 pm in Middle River.  The elementary “Music in our Schools” concerts are on Tuesday, March 17th at 9:00 am in Greenbush and 2:00 pm in Middle River.
“Read and Feed” will occur from 8:00 am – 11:00 am in Greenbush on March 17th.  Families and community members are invited to enjoy breakfast, attend music concert and attend the Book Fair.
Dinner Theatre will be held April 9 – 11th in Greenbush.  This year’s production is Hawaii Dram-O, directed by Kaydell Super and Tyler Campbell.  Tickets are $20.00 and will go on sale March 24th.

Principal Report
• Principal Sparby
o Professional Staff Development Day – March 23rd.  Teachers report to Location and will be covering:  Grading practices; Elementary Social Studies state standards
o Classification Results:  Boys & Girls Basketball AA;  Football, Wrestling and Volley Ball did not change
o Proposed handbook changes for Math and Science
A motion was made by Carrie Jo Howard, seconded by Joe Melby and UC that, BE IT RESOLVED that the Board of Education designates the authority to the Greenbush Middle River School District Business Manager to make electronic fund transfers as needed.
A motion was made by Shane Kilen, seconded by Kurt Stenberg and UC that, BE IT RESOLVED that the Board of Education approve the hiring of JLG Architects to assist the Greenbush Middle River School District as needed regarding facility analysis and possible actions in the future regarding the facility improvement.
A motion was made by Paul Robinson, seconded by Joe Melby, and UC that, BE IT RESOLVED that the Board of Education accept the resignation of Joy Sand as a Secretary.
A motion was made by Carrie Jo Howard, seconded by Laurie Stromsodt, and UC that, BE IT RESOLVED that the Board of Education District 2683 accept the following donations:

The Board of Education of Independent School District No. 2683 met in regular session on April 20th, 2015, at 8:03 pm in the Library at the Greenbush/Middle River School in Middle River, Minnesota.
Board Chair, Shane Kilen called the meeting to order with board members, Shane Kilen, Carrie Jo Howard, Kurt Stenberg, Joseph Melby, Jeff Nelson, Laurie Stromsodt and Paul Robinson in attendance.  Also present was Supt. Tom Jerome, and Principals Eldon Sparby and Sharon Schultz; Amie Westberg, Jeanne Novacek, Deb Koebernick, Courtney Novacek, Marilee Svegdahl, Peyton Svegdahl, Alexis Reese and Amanda Gram.
A motion was made by Joe Melby, seconded by Laurie Stromsodt and UC that, BE IT RESOLVED that the Board of Education approve the agenda of the April 20, 2015 regular Board Meeting as amended.
A motion was made by Carrie Jo Howard, seconded by Paul Robinson and UC that, BE IT RESOLVED that the Board of Education approve the minutes of the preceding regular meeting of March 16th, 2015.
A motion was made by Laurie Stromsodt, seconded by Kurt Stenberg and UC that, BE IT RESOLVED that the Board of Education approve the minutes of the Special Board Meeting of March 10, 2015.
A motion was made by Carrie Jo Howard, seconded by Joe Melby, and UC that BE IT RESOLVED that the Board of Education approve the payment of bills for the month:
Check numbers 30848 – 30947: $204,086.44 and Purchasing Card electronic payments dated March 6, 2015 and Electronic Funds Transfers as submitted.
The Treasurer’s Report for the month of March was presented and reviewed.
Close-Up Presentation:  Alexis Reese, Peyton Svegdahl, Amanda Gram and Courtney Novacek presented a slide show depicting their recent experience on their Close-Up Trip.
Listening Session Report:
• Carrie Jo Howard reported that at the March Listening Session, a community member brought up his concern about the number or representatives from each community, Greenbush and Middle River on the Board of Directors of Greenbush Middle River School District.  This concern was inadvertently omitted from the report at the March Meeting.  Board members were notified of the concern the morning after the March meeting via email and the community member has also been notified that the entire Board has heard his concern.
Superintendent’s Report:
Greenbush Middle River School District Enrollment
• As of April 14th, 2015 total enrollment is:  420
• Greenbush School:  Grades k-5 / 9-12 = 244
• Middle River School:  Grades K-1, 3-8 = 176
Two (2) options have been prepared for the Greenbush Middle River School District 2015-2016 Academic Calendar.  Calendar consists of 172 student instructional days and 180 contract days for staff (six (6) development plus two (2) days consisting of parent/teacher conferences).  Calendar options were presented to staff members with key points including, school does not start for students until September 8.  Depending on calendar, graduation may occur on May 29th  or June 5th.
The Greenbush Middle River School District Insurance committee consisting of Supt. Jerome and Board Member Howard as well as three (3) Greenbush Middle River Education Association members reviewed Health Insurance Bids submitted to District by Blue Cross Blue Shield, Northwest Service Coop (Blue Cross Blue Shield) and PEIP.  The selection of the health insurance provider is a managerial right.  The Education Association does have the right to arbitrarily opt out of district coverage and enter into the PEIP plan.  Current recommendation is for the Greenbush Middle River School District to remain with the current insurance provider, Northwest Service Coop.
Family, Career and Community Leaders of America (FCCLA) held their State Conference April 16th – 18th with Mrs. McCauley serving as Advisor and Melissa Kostrezewski serving as parent chaperone.  Nine students competed at the state level in Bloomington with several earning Silver, Gold and Bronze.  Returning to the FCCLA National Convention this year in Washington DC July 6th – 12th will be Brandy Nelson.
Brian Byklym of the Northwest Service Cooperative conducted Health & Safety program reviews within the Greenbush and Middle River School sites.  His Summary Report has been shared and discussed with members of the Safety Committee.  Mr. Byklum’s goal is to conduct four (4) evaluations of our school buildings during the course of an academic year.
Greenbush Middle River School District Technology Update – Upon request, Networking Specialists (Grand Forks) toured the Greenbush and Middle River School sites conducting a building and district audit of our existing technology and recommendations for the future.  Networking Specialists provided an independent review and has provided district with findings and suggestions.  Results will be shared with Technology coordinator as well as technology committee.
Facility Committee Update
• JLG Architectural firm has conducted an analysis of the Greenbush and Middle River School sites
• An architect, mechanical engineer and electrical engineer toured our facilities
• Blue prints of existing facilities have been converted to digital format
• JLG is in the process of estimating approximate costs associated with:
o Renovation, repair and adding on to existing facilities
o Construction of one K-12 building (multiple site locations) – Greenbush, Middle River, Independent Location
o “Do Nothing” / repair existing facilities
The Greenbush Middle River School District has engaged the services of Springsted Incorporated to analyze the net tax capacity of the school district.  Springsted working in cooperation with JLG Architects will generate the possible individual tax impact on district residents dependent on options and contingent on passage of levy vote.
Community Forum Meetings have been scheduled for May 5th at 5:00 pm in Greenbush and 7:30 pm in Middle River.  The purpose of the meetings is to present approximate cost associated with various options as requested by district residents who attended previous community forum meetings.
Greenbush Middle River School District 2015-2016 4th Grade Class and where it will attend was discussed.  Upon a motion by Jeff Nelson, seconded by Paul Robinson, BE IT RESOLVED that the 2015-2016 4th Grade Class will remain at the Greenbush site for the school year.  Vote was six (6) yay with Stromsodt voting against.
Greenbush Middle River School District Staffing – Leah Henley is currently working on interim basis as secretary in the District Office.  The District is currently in the process of scheduling interviews as the position has been posted internally and externally.  This is a ten (10) month secretarial position.  Supt Jerome requested board member to serve on interview committee with Howard and Stromsodt offering to do so.
Greenbush Middle River School District Teaching Staff – Mr. Jon Hams has submitted resignation as teacher and basketball coach.  Mr. Hams has interviewed and accepted a position at another district.  The teaching position has been posted electronically on edpost as well as the following newspaper publications:  Greenbush Tribune, Middle River Honker, Roseau Times Region, Thief River Falls Times and Grand Forks Herald.
Greenbush Middle River School District teacher non-renewal – Mrs. Peterson has served as music teacher for the Greenbush Middle River School District during the 2014-2015 academic year.  Recommendation is being made to non-renew the teaching contract of Mrs. Peterson with all required evaluations having taken place by administration.
Joanna Slominski to visit with GMR students – Ms. Slominski is a 1997 graduate of Greenbush Middle River School District who is a North Dakota State University Graduate with a degree in Construction Engineering.  Ms. Slominski is a Construction Executive with Mortenson Construction.  Ms. Slominski will visit with students regarding education and careers within:  architecture, engineering and construction.
Region 8A Committee has recently appointed Kent Christian to serve as Representative for Girls’ Sports and Supt Jerome was also elected as Supt Representative.
Supt Jerome will not be able to attend graduation on May 31st.
Principal Report
• Principal Schultz
o 8th graders visited Northland Community and Technical College April 13 where they reviewed their recent EXPLORE test results and planning for high school.  Admissions officers led our students on tours and NCTC faculty and students visited with them.  Students were chaperoned by Academic Advisor Susan Lieberg and Social Studies Teacher, Eric Mimnaugh
o State FCCLA Results from April 15-17 – organization will host a rummage sale in May as a fund-raiser
o 6th Grade class trip plans have been finalized for April 30 – May 2
o Science Club will visit International Wolf Center (overnight) and North American Bear Center the weekend of May 9-10 with Sandy Melby serving as the volunteer leader for this organization which meets twice a month.
o Second Grade to Shrine Circus April 24 with tickets donated by local businesses
o State testing has begun and will continue through the end of April

o Robotics State Tournament is May 16th (Ranked 4th)
o Sports Board Minutes – Two (2) items for discussion include:  selection process for assigning coaching positions AND setting controls on Elementary Wrestling (length of season and awards)
o Spring registration for 8th grade will be April 27th at 6 pm AND 10th grade will be May 6th at 5:30 pm
o Scheduling is currently on hold due to staff member resignation
o There have been three (3) applicants for Girls Basketball Coach – interview process to be held shortly
A motion was made by Joe Melby, seconded by Paul Robinson and UC that, BE IT RESOLVED that the Board of Education accept the resignation of Jon Hams.
A motion was made by Kurt Stenberg, seconded by Joe Melby and UC that, BE IT RESOLVED that the Board of Education approve the 2015-2016 Greenbush Middle River Academic Calendar Green Option.
A motion was made by Carrie Jo Howard, seconded by Laurie Stromsodt, and UC that, BE IT RESOLVED that the Board of Education select Northwest Service Coop as the health insurance provider.
Member Kurt Stenberg introduced the following resolution and its adoption:
RESOLUTION RELATING TO THE TERMINATION AND NONRENEWAL OF THE TEACHING CONTRACT OF Joan Peterson, A PROBATIONARY TEACHER.
Whereas, Joan Peterson is a probationary teacher in Independent School District No. 2683.
BE IT RESOLVED, by the School Board of Independent School District No. 2683, that pursuant to Minnesota Statutes 122A.40, Subdivision 5, that the teaching contract of Joan Peterson, a probationary teacher in Independent School District No. 2683, is hereby terminated at the close of the current 2014-2015 school year.
BE IT FURTHER RESOLVED that written notice be sent to said teacher regarding termination and non-renewal of his/her contract as provided by law, and that said notice shall be in substantially the following form:
NOTICE OF TERMINATION AND NON-RENEWAL

Dear Mrs. Peterson:
You are hereby notified that at a regular meeting of the School Board of Independent School District No. 2683 held on April 20th, 2015, a resolution was adopted by a majority roll call vote to terminate your contract effective at the end of the current school year and not to renew your contract for the 2015-2016 school year.  Said action of the board is taken pursuant to M.S. 122A.40, Subd. 5.
You may officially request that the school board give its reasons for the non-renewal of your teaching contract.
