SPECIAL MEETING December 9, 2015

The regular meeting of the Board of Education, Independent School District #595, East Grand Forks, Minnesota was held on Monday, November 23, 2015, at 5:30 p.m. at the Senior High School.
Board Chair Palmiscno called the meeting to order.
Board members present: Black, Palmiscno, Piche, Simonson, Thompson, and Useldinger
Board members absent: none
Piche moved to approve the agenda with the following additions:
8.4 Additional Boys Basketball Coach
8.5 Hire Reading Specialist
Black seconded the motion.  The motion was carried.
Useldinger moved to approve the minutes of the regular School Board meeting held on November 4, 2015.  Piche seconded the motion.  The motion was carried.
RESOLUTION TO AUTHORIZE A TWO-YEAR TAX REBATE FORNEWLY CONSTRUCTED HOMES READY FOR OCCUPANCY THROUGH 2021
Board Member Simonson introduced the following resolution and moved it adoption:
WHEREAS, Minnesota Statutes 469.1812 through 469.1815 authorize Property Tax Abatement for Community Development purposes and,
WHEREAS, Independent School District No. 595, East Grand Forks, desires to authorize a two (2) year Tax Rebate for New Home Construction through the year 2021 in cooperation with Polk County and the City of East Grand Forks.
THEREFORE, BE IT RESOLVED, that Independent School District No. 595, East Grand Forks, does authorize a Housing Incentive Tax Abatement with the following parameters required for participation:
1. The three primary tax authorities, City, County, and School District, are all participating in the incentive program.
2.   The program would apply to new residential construction only.  New residential construction shall include modular homes and stick built homes.
3. The program would apply to owner occupied single-family dwellings, including town homes and twin homes, ready for occupancy through the year 2017.
4. The abatement of real property taxes would be for two years.  The first two years where payment of taxes are based upon the full value of the new dwelling.
5. The city shall be responsible to notify the county of which properties are in the program at the time the real property is acquired and arrange for the proper hearing(s) as required by law.
Member Piche seconded the foregoing Resolution and upon a vote being taken thereon, the following voted in favor thereof:  Palmiscno, Simonson, Piche, Black, Useldinger, Thompson and the following voted against the same:  None
Whereupon such Resolution was declared duly passed and adopted.
Black moved to hire Construction Engineers as the construction manager for the Senior High School building project.  Simonson seconded the motion.  Palmiscno abstained from voting.  The motion was carried.
Palmiscno moved to approve the $950 fee for a Minnesota School Boards Association (MSBA) workshop titled “Finding/Hiring the Right Superintendent.”  Piche seconded the motion.  The motion was carried.
Thompson moved that naming rights for the boys and girls basketball tournament be awarded to Hugo’s.  Hugo’s will provide up to $1000 for these rights, which includes PA announcements before all games, a logo on the tournament program, and a mention on the schedules provided by the Athletic Department.  The tournament will be called the Hugo’s Holiday Classic.  Useldinger seconded the motion.  The motion was carried.
Black moved to accept the resignation of Arden Borst, Senior High School custodian, effective immediately.  Piche seconded the motion.  The motion was carried.
Black moved to hire the following people:
Barbara Chris Nero NH Paraprofessional 5.5 hrs./day beginning 11/24/15
Katie Boespflug SP Paraprofessional 7.5 hrs./day beginning 11/23/15
Baillee Lovell SP Paraprofessional 7.5 hrs./day beginning 11/23/15
Ugbad Aden SP Paraprofessional 7.5 hrs./day beginning 11/23/15
Brian Danahey Bus Driver beginning 11/17/15
Piche seconded the motion.  The motion was carried.
Thompson moved to add an administrative assistant position at New Heights Elementary School.  Piche seconded the motion.  The motion was carried.
Simonson moved to create an additional 9th grade boys basketball coaching position for the 2015-16 season.  Useldinger seconded the motion.  The motion was carried.
Simonson moved to hire a reading specialist for first grade.  Useldinger seconded.
Piche moved to approve the miscellaneous payments for the November 13, 2015, payroll in the amount of $13,686.89.  The consent agenda is on file in the Superintendent’s Office.   Black seconded the motion.  The motion was carried.
Simonson moved to accept the following donations:

Useldinger seconded the motion.  The motion was carried.
Simonson moved to adjourn the meeting at 6:36 p.m.  Thompson seconded the motion.  The motion was carried.

A consultant from the Minnesota School Board Association reviewed the process of searching for and hiring a Superintendent.
Black moved to adjourn the meeting at 7:10 p.m. seconded the motion.  The motion was carried.

Board Chair Palmiscno called the meeting to order.
Board members present: Black, Palmiscno, Piche, Simonson, Thompson, and Useldinger
Board members absent: None
Simonson moved to accept the proposal of Peer Solutions in the amount of $9,500 + $1,900 for a total of $11,400 to conduct the Superintendent search.  Black seconded the motion.  The motion was carried.
Piche moved to adjourn the meeting at  7:30 p.m.  Useldinger seconded the motion.  The motion was carried.
