BOARD OF EDUCATION PROCEEDINGS
November 16th, 2015

The Board of Education of Independent School District No. 2683 met in regular session on November 16th, 2015, at 7:45 pm in the Library at the Greenbush/Middle River School in Middle River, Minnesota.
Board Chair, Shane Kilen called the meeting to order with all board members in attendance.  Also present was Supt. Tom Jerome, Amie Westberg, Ryan Bergeron, Arlette Pearson, Verna Flaten, Bev Klegstad, Cathy Schenkey, Cooky Kujava, Mark Stromsodt, Mary Stauffenecker, Terry Howard, Stephen Holm, Brad Berg, Dan Loerzel, Tyler Campbell, Dave Thompson, Mara Gust, Colleen Ness, Debra Ness, Cookie Melby, Dan Taus, Russ Anderson, Barb Geer, Kara Wagner, Nancy Olson, Josh Smith and Bonnie Wagner.
A motion was made by Laurie Stromsodt, seconded by Paul Robinson and UC that, BE IT RESOLVED that the Board of Education approve the agenda of the November 16th, 2015 regular Board Meeting as amended.
A motion was made by Carrie Jo Howard, seconded by Kurt Stenberg and UC that, BE IT RESOLVED that the Board of Education approve the minutes of the preceding regular meeting of October 19, 2015.
A motion was made by Carrie Jo Howard, seconded by Joe Melby and UC that BE IT RESOLVED that the Board of Education approve the payment of bills for the month:
Check numbers 31512 – 31615: $148,619.50 and Purchasing Card electronic payments dated October 4th, 2015 and Electronic Funds Transfers as submitted
The Treasurer’s Report for the month of October was presented and reviewed.
Listening Session Report:  The Listening Session was held immediately preceding the regular board meeting with all board members in attendance.
Suggestions and/or concerns:
Have we submitted projects for the Long Term Facility Maintenance monies?  What are they? (Yes, plan has been submitted and will continue to evolve after needs are determined)
Will the Board be addressing deficit spending?  (Yes)  Will the Board need to raise the referendum? (More monies will be needed to continue to operate both buildings)
Is JLG contracted for three (3) years?  (No)  Is the fee $25,000.00 per year?  (No)
Community members in support of the Board.  “There is a lot of support in the community for the Board and the tough job you are left with.”
Can you call the meeting to order before comment is given on Listening Session concerns so all Board members can comment?  (No)  After the election is the Board going to form a coalition between communities to take time and gather input?
“Are you going to dissolve Facilities Committee now that you see what we want and form a new group?”  “Do School Board members need to be on a new committee?”  “How much money was spent at JLG and all of this?”
Much discussion was held on the future of the Listening Session and or Public Comment Session.  Upon a motion by Laurie Stromsodt, seconded by Kurt Stenberg and UC, a Public Comment Session will be held prior to each month’s Board Meeting to last in duration of not more than one hour.
Superintendent’s Report:
Greenbush/Middle River School District Enrollment
o As of October 13th, 2015:  total enrollment is:  399
o Greenbush School:  Grades K-5/9-12 = 237
o Middle River School:  Grades K-1, 3-5 / 6-8 = 162
o Enrollment in May of 2015 academic year was 421
Greenbush Middle River School District Budget to Actual expenditure report:
As requested by board member, document will be provided on monthly basis
Budget consists of five (5) fund balances:
o 01 General Fund
o 02 Food Service
o 04 Community Services
o 07 Debt Redemption
o 08 Scholarships
o 09 Student Activities
Northwest Service Cooperative Board of Directors Election – the NWSC is conducting election to determine who will assume a position on the Board of Directors.  Write-in votes are allowed.  Members of the Board of Directors serve a four-year term.
Minnesota Department of Education Assurance of Compliance – School Districts are required to annually submit a statement of compliance with the State and Federal laws prohibiting discrimination.
Region 1 Joint Powers Board Election – Three (3) vacancies need to be filled with each vacancy a three (3) year term.  Last day to file is November 24th, 2015.  Deadline for completed ballots is December 28th, 2015.
Minnesota School Board Association’s 95th Annual Leadership Conference will be held January 14 – 15, 2016 at the Minneapolis Convention Center.  This year’s conference is entitled “21st Century Leadership”  Board members interested in attending must notify Superintendent as soon as possible.
Greenbush Middle River National Honor Induction Ceremony will be held Tuesday, November 17th, 2015 at 6:30 pm in the school cafeteria at Greenbush Middle River School in Greenbush.  Mrs. Mara Gust is the National Honor Society Advisor.  Students in grades eleven and twelve are eligible for membership in the National Honor Society.  A 3.6 grade point average is required for membership consideration.  “Returning” members of the National Honor Society are:  Chase Anderson, Joseph Hlucny and Julia Stenberg.  2015 – 2016 Inductees include Hannah Anderson, Abigail Brockhouse, Danielle Hoyer and John Langaas.
Over 120 School Districts in Minnesota are utilizing the Minnesota P-Card invoice payment system.  MASA is rebating a total of $418,000.00 back to school districts.  To qualify for a rebate a school district must have transactions above $50,000.00 annually.  The P-Card is endorsed by the following organizations:  Minnesota School Board Association, Minnesota Association of School Administrators and Minnesota Association of School Business Officials.  The P-Card is interest free purchasing card and does not have an annual fee.  The Greenbush Middle River School District adopted the P-Card in October of 2013.
Veterans Day Programs were held at all Greenbush Middle River School sites and open to the public.  Thank you to all Veterans who participated and all of the staff members and students for their contributions to the programs.
The Greenbush Middle River School District has not received any bids for snow removal to date.
Restricted Board Meeting Dates Calendar – Greenbush Middle River School District Regular board meeting dates must be changed in January and February of 2016 due to the fact that January 18th, 2016 is Martin Luther King, Jr.’s Birthday Observed and February 15th, 2016 is President’s Day.
Greenbush Middle River High School Blood Drive is scheduled to occur on Thursday, November 19th, 2015 at the Greenbush Middle River High School Gymnasium.  Hours of the blood drive will be 8:30 – 2:00.  Anyone interested in blood drive should contact Greenbush Middle River High School Office at 782-2232.  Target Team students worked cooperatively with United Blood Services of Fargo.
November 3rd Election Results were canvassed and unanimously approved by Greenbush Middle River School Board on November 6th, 2015.

Potential Science Teacher has been found for Greenbush High School.  Individual interested in position will need variance and can apply for one up to three (3) times for a one (1) year length of time.
Superintendent Jerome met with all Greenbush Middle River Staff following the recent election.  Staff members were instructed to begin process inventorying capital needs of which there are many.  Superintendent met with custodians to establish most pressing needs.
Review Expenditures and Income.  What do we have to take care of right immediately?  Supt. Jerome will present to Board recommendations in spring regarding revising the Budget and potentially combining classes.  Board members indicated that they would like this information sooner than spring.
Supt. Jerome also reported that there are no limits on Operating Levy in our District.  We will have to look at either increasing our existing Operating Levy or requesting additional levies.
The December meeting of the Greenbush Middle River School Board will be held on December 21st with Truth & Taxation to be held on 8:00 pm, followed by Listening Session and then Regular Board Meeting.

o Winter Rules Review (pot luck dinner) for all parents and athletes involved in winter sports November 19th
o Week of the “Hour of Code” organized by Mrs. Gust (both sites) December 7th

A motion was made by Shane Kilen, seconded by Jeff Nelson, and UC that, BE IT RESOLVED that the Board of Education of District 2683 change regular School Board meeting date from January 18th and February 15th to January 25th and February 29th, 2016.
A motion was made by Joe Melby, seconded by Kurt Stenberg, and UC that, BE IT RESOLVED that the Board of Education 2683 accept the following donations:

Carrie Jo Howard made a motion to adjourn, seconded by Joe Melby and UC.

November 6, 2014
The Board of Education of Independent School District No. 2683 met in special session November 6th, 2015 at 7:00 pm in the Library at the Greenbush/Middle River School in Greenbush, Minnesota.
Chairperson Shane Kilen called the meeting to order at 7:01 am with all board members in attendance.  Also present Superintendent Tom Jerome, Arlette Pearson, Gary Pearson, Verna Flaten, Debra Efta and Kimmy Efta.
A motion was made by Carrie Jo Howard, seconded by Laurie Stromstodt and UC that, BE IT RESOLVED that the Board of Education 2683 approve the agenda of the November 6th, 20145 Special Board Meeting as presented.
Election results were canvassed with information as provided.  Upon a motion made by Jeff Nelson, seconded by Kurt Stenberg and UC that BE IT RESOLVED that the Board of Education, certify that we have canvassed the returns of the Special Election held on Tuesday, November 3rd, 2015 and have herein specified the number of votes for and against any ballot questions voted on in this election.
Joe Melby made a motion to adjourn, seconded by Paul Robinson and UC.
