The regular meeting of the Board of Education, Independent School District #595, East Grand Forks, Minnesota was held on Monday, June 13, 2016, at 5:30 p.m. at the Senior High School.
Board Chair Palmiscno called the meeting to order.
Board members present: Black, Palmiscno, Piche, Simonson, Thompson, and Useldinger
Board member absent: None
Black moved to approve the agenda as presented. Simonson seconded the motion.  The motion was carried.
Useldinger moved to approve the minutes of the regular school board meeting held on May 23, 2016. Black seconded the motion.  The motion was carried.
Simonson moved to create a Dean of Students/Teacher on Special Assignment position at South Point Elementary School beginning with the 2016-17 school year.  The contract for this position will be for 195 days and will be included with the EGFEA bargaining group.  Piche seconded the motion.  The motion was carried.
Black moved that due to low participation, the wrestling program be paired with Red River High School beginning with the 2016-17 school year.  Piche seconded the motion.  The motion was carried.
Simonson moved to renew the property and casualty insurance, including cyber liability, with Vaaler Insurance as presented and attached.  Useldinger seconded the motion.  The motion was carried.
Black moved to approve the preliminary budget for 2016-17 school year as presented and attached.  Useldinger seconded the motion.  The motion was carried.
Black moved to accept the following resignations:

Annie Torgerson, Paraprofessional effective May 31, 2016
icki Ronkowski, Elementary Teacher effective June 1, 2016
Gary Johnson, Bus Driver effective June 2, 2016
Gunnar Larson, Bus Driver effective June 14, 2016
Debbie Pace, Paraprofessional effective June 7, 2016
Taylor Koberinski, Paraprofessional effective June 7, 2016
Hannah Larson, Paraprofessional e ffective June 8, 2016
Kelly Clifton, ECFE Para/Teacher effective June 9, 2016
Simonson seconded the motion.  The motion was carried.
Simonson moved to hire Donovan Hanson as a music teacher beginning with the 2016-17 school year at B, Step 6 – $43,995.00.  Piche seconded the motion.  The motion was carried.
Piche moved to hire the following people as extra custodial help for the summer beginning June 2, 2016:
Arden Borst
Sylvia Vargas
Tye Ausmus
Edward Eades
Jan Yanish
The hours for each of the employees will vary, but will not exceed 160 hours per week.  Thompson seconded the motion.  The motion was carried.
Thompson moved to hire Josh Perkerewicz as the head boys’ basketball coach beginning with the 2016-17 season.  Useldinger seconded the motion.  The motion was carried.
Black moved to hire Chad Grassel as Dean of Students/Teacher on Special Assignment beginning July 1, 2016.  His contract will be for 195 days at $68,468.19.  Simonson seconded the motion.  The motion was carried.
Black moved that the employment of Rolland Sparrow, food service, not be renewed for the 2016-17 school year.  Thompson seconded the motion.  The motion was carried.
Member Piche introduced the following resolution and moved its adoption:
RESOLUTION RELATING TO THE TERMINATION AND NONRENEWAL OF THE TEACHING CONTRACT OF HEIDI NEUBERT, A PROBATIONARY TEACHER
WHEREAS, Heidi Neubert is a probationary teacher in Independent School District No. 595,
BE IT RESOLVED, by the School Board of Independent School District No. 595, that pursuant to Minnesota Statutes 122A.40, Subdivision 5, that the teaching contract of Heidi Neubert, a probationary teacher in Independent School District No. 595, is hereby terminated at the close of the current 2015-16 school year.
BE IT FURTHER RESOLVED that written notice be sent to said teacher regarding termination and non-renewal of her contract as provided by law, and that said notice shall be in substantially the following form:

NOTICE OF TERMINATION AND NON-RENEWAL
Ms. Heidi Neubert

Dear Ms. Neubert:
You are hereby notified that at a regular meeting of the School Board of Independent School District No. 595 held on June 13, 2016, a resolution was adopted by a majority roll call vote to terminate your contract effective at the end of the current school year and not to renew your contract for the 2016-17 school year.  Said action of the board is taken pursuant to M.S. 122A.40, Subd. 5.
You may officially request that the school board give its reasons for the non-renewal of your teaching contract.  For your information, however, this action is taken because of failure to meet district expectations of teaching staff.

Member Simonson introduced the following resolution and moved its adoption:
RESOLUTION RELATING TO THE TERMINATION AND NONRENEWAL OF THE TEACHING CONTRACT OF KELLEY GRAVDAHL, A PROBATIONARY TEACHER
WHEREAS, Kelley Gravdahl is a probationary teacher in Independent School District No. 595,
BE IT RESOLVED, by the School Board of Independent School District No. 595, that pursuant to Minnesota Statutes 122A.40, Subdivision 5, that the teaching contract of Kelley Gravdahl, a probationary teacher in Independent School District No. 595, is hereby terminated at the close of the current 2015-16 school year.

Piche moved to approve the miscellaneous payments for the May 28, 2016, payroll in the amount of $8,776.04.  The consent agendas are on file in the Superintendent’s Office.   Simonson seconded the motion.  The motion was carried.

Useldinger moved to reschedule the July 11, 2016, school board meeting to July 7, 2016.  Simonson seconded the motion.  The motion was carried.
Simonson moved to adjourn the meeting at 6:25 p.m.  Black seconded the motion.  The motion was carried.
