Proceedings July 7, 2016

The regular meeting of the Board of Education, Independent School District #595, East Grand Forks, Minnesota was held on Thursday, July 7, 2016, at 5:30 p.m. at the Senior High School.
Board Chair Palmiscno called the meeting to order.
Board members present: Palmiscno, Piche, Simonson, Thompson, and Useldinger
Board member absent: Black
Piche moved to approve the agenda with the following additions:
7.11 Approve Contract with the Northwest Service Coop for Health & Safety Management
8.1 Add Marco Campoverde’s, Girls’ Head Soccer Coach Resignation
Useldinger seconded the motion.  The motion was carried.
Useldinger moved to approve the minutes of the regular school board meeting held on June 13, 2016. Simonson seconded the motion.  The motion was carried.
Suraya Driscoll reviewed the World’s Best Workforce and plans for the fall workshop.
Simonson introduced the following resolution and moved its adoption:
RESOLUTION AUTHORIZING THE HIRING OF
CASUAL SUBSTITUTE TEACHERS FROM AN ESTABLISHED LIST
WITHOUT INDIVIDUAL BOARD APPROVAL
WHEREAS, the School Board has the power, pursuant to M.S. §12.35, to hire substitute teachers, and 
WHEREAS, the School Board recognizes that it will be necessary to hire casual substitute teachers from time to time in order to fulfill the district’s educational obligations;
WHEREAS, in order to consistently meet the academic needs of all students without interruption, the administration must be able to fill instructional vacancies, as they arise, without delay; THEREFORE, BE IT HEREBY RESOLVED THAT:
1. The School Board of Independent School District #595 hereby authorizes the school administration to establish and maintain an ongoing list of available casual substitute teachers.
2. The administration is hereby authorized to hire causal substitute teachers from such list as necessary without prior School Board approval for each individual hired in that capacity.
Useldinger seconded the motion.  The motion was carried.
Thompson moved that these delegated district employees be authorized to sign for the following specific accounts:
1. K-12 Petty Cash – Treasurer Useldinger, Michael Kolness, Estelle Knutson
2. K-12 transfers from savings accounts to checking accounts for the payment of payroll –
Treasurer Useldinger, Michael Kolness, Estelle Knutson
3. K-12 transfers from savings accounts to checking accounts for the payment of monthly board bills – Treasurer Useldinger, Michael Kolness, Estelle Knutson
4. K-12 CDs – Treasurer Useldinger, Michael Kolness, Estelle Knutson
5. K-12 Activity Account – Treasurer Useldinger, Michael Kolness, Estelle Knutson
Piche seconded the motion.  The motion was carried.
Thompson moved to name Superintendent Michael Kolness as the hearing officer to hear appeals regarding eligibility for free and reduce meals.  Simonson seconded the motion.  The motion was carried.
Thompson moved to continue with the offer vs. serve hot lunch program for all students in the East Grand Forks Public Schools, grades K-12, for the 2016-17 school year.  Useldinger seconded the motion.  The motion was carried.
Simonson moved to renew the district’s membership in MREA at a cost of $2,500 for the 2016-17 school year.  Piche seconded the motion.  The motion was carried.
Useldinger moved to designate Superintendent Michael Kolness as the Identified Official with Authority to Authorize User Access to the Minnesota Department of Education Secure Website.  Piche seconded the motion.  The motion was carried.
Piche moved that meal prices be set as follows for the 2016-17 school year:

Simonson seconded the motion.  The motion was carried.
Piche moved to adopt the following Independent School District #595 Meal Guidance Procedure:
Independent School District #595 Meal Guidance Procedure
It is in the best interest of the East Grand Forks Independent School District #595 Child Nutrition Department that all children have access to healthy and nutritious school meals.
A student will only be allowed to charge $10.00.   At that time, the Child Nutrition Department may deny a meal to a student who pays reduced or full price and who does not provide the required payment for that meal.  In other words, the school is not required to allow the student to charge additional meals but is required to serve a meal when the student has money to pay for it.  An alternative meal will be provided to the student at NO CHARGE until the account is current and the student has funds in the account to support future meals.
Independent School District #595 has the right to collect delinquent debt.  Independent School District #595 may take legal action against a household, which has not settled its food service debt.  This action may include taking the household to small claims court.
Useldinger seconded the motion.  The motion was carried.
Simonson moved to award the bids for the district’s milk, bread, and fuel needs for the 2016-17 school year as follows:

Bread Pan O’Gold
Milk Land O’Lakes
Fuel Northdale Oil
Piche seconded the motion.  The motion was carried.
Useldinger moved to approve the 2015-17 Master Agreement with the East Grand Forks Administrative Association as presented.  Simonson seconded the motion.  The motion was carried.
Piche moved to accept the contract with the Northwest Service Coop for health and safety management for 
2016-17 in the amount of $7,693.50.  Useldinger seconded the motion.  The motion was carried.
Thompson moved to accept the following resignations:
Deanna Devine, Custodian effective July 24, 2016
Marco Campoverde, Head Girls’ Soccer Coach effective July 7, 2016
Piche seconded the motion.  The motion was carried.
Useldinger moved to hire the following people:
David French, Custodian beginning July 11, 2016
Pam Peterson, FACS Teacher M20, Step 7 – .5 FTE – $28,823.50
Thompson seconded the motion.  The motion was carried

Michael Kolness, Superintendent of Schools, is the school district’s Title IX Coordinator.  His office is located at 203 14th Street NE, East Grand Forks.  His phone number is 218-773-3494.
Harassment Free Workplace
The school district and its employees will maintain a working atmosphere free of discriminatory insult, insinuation, or intimidation, and all forms of employee sexual harassment, verbal or physical.  To this end, the district has developed a sexual harassment policy and appointed Michael Kolness, Superintendent of Schools, as the district contact person, phone 218-773-3494.
Thompson moved to approve the miscellaneous payments for the following payrolls:

Simonson seconded the motion.  The motion was carried.  The consent agendas are on file in the Superintendent’s Office.

The bills are on file in the Superintendent’s Office.  Thompson seconded the motion.  The motion was carried.
Piche moved to adjourn the meeting at 6:58 p.m.  Useldinger seconded the motion.  The motion was carried.
