Notice of Intent to Amend Polk County Land Use/Zoning Ordinance

Notice of Intent to Amend Polk County Land Use/Zoning Ordinance Pursuant to MN Statute §375.51 and §394.26, notice of intention to adopt amendments to the Polk County Zoning Ordinance is hereby given. Polk County Board of Commissioners will hold a public hearing for input on the following date: Tuesday, April 4, 2017 at 8:50 a.m. in the County Board room at the Polk County Government Center, Crookston, MN. A brief summary of the draft ordinance amendments are as follows: • Section 3 – Definitions: Update definitions to go along with ordinance updates. • Section 4 – Administration and Enforcement: Add Joint Permitting with Airports. • Section 5 – Board of Adjustment: Update section to reflect changes in state statute. • Section 12 – General Regulations: Update sign ordinance language to conform with recent rulings from the U.S. Supreme Court. Minor updates regarding swimming pools. • Section 13 – General Agricultural District: Several updates including: Provisions for backyard chickens, amend ordinance language for signs, amend swimming pool language, add compost facility language to conform to State Rules, amend campground requirements, add specific language for rental storage buildings, and add specific language for shooting ranges. • Section 14 – Village District: Minor amendments including: provision for backyard chickens, amend sign language, update swimming pool language, and add compost facility language. • Section 15 – Commercial District: Minor updates including: provisions for compost facilities and amend sign language. • Section 16 – Industrial District: Minor updates including: provisions for compost facilities and amend sign language. • Section 18 – Shoreland District: Minor additions to Allowed Use Chart, adding backyard composting and campgrounds. • Section 23 – Towers & Wind Energy Management: Amend Section 23 title to read “Renewable Energy and Tower Management”. Some minor amendments plus the addition of Solar Energy rules and regulations.
