Regular Board of Education Meeting Tri-County School District 2358 July 19, 2017, 8:00 p.m. Tri-County School Staff Workroom, Karlstad, Minnesota The meeting was called to order by Chairperson Swenson at 8:00 p.m. and a quorum was determined. The Pledge of Allegiance was recited. Members Burkel, Duray, Koland, Murray, Olson, Sollund, Chair Swenson, Superintendent/Principal Baron and Dean of Students Amb were present. Member Burkel moved and Member Swenson seconded to approve the minutes of the June 21 meeting. UC Member Duray moved and Member Murray seconded to authorize payment for claims in the following funds. Member Swenson moved and Member Burkel seconded to approve the agenda as presented. UC Member Burkel moved and Member Duray seconded to approve the following consent agenda items: UC To accept the low milk bid from Food Services of America (Cass Clay). To authorize School District #2358 to participate in the National School Lunch and School Breakfast Programs, and the Minnesota Kindergarten Milk Program, and accept responsibility for providing free and reduced price meals to eligible school children. BE IT FURTHER RESOLVED that District No. 2358 renew the National School Lunch Agreement set forth by the State Department of Education for the 2017-18 school year. (Copy of the complete agreement is on file in the Superintendent’s office) Member Sollund moved, Member Murray seconded to set the Truth-in-Taxation dates as follows: Tuesday, December 5, 2017 at 6 p.m., and Tuesday, December 12, 2017 at 6 p.m., for the Continuation Hearing if needed. UC Member Burkel moved, Member Olson seconded to approve the 2017-18 Student Handbook as presented by Dean of Student’s Amb. UC Member Burkel moved, Member Swenson seconded to approve the hiring of Melissa Anderson as the School Readiness/ECFE Instructor for the 2017-18 school year. UC Member Swenson moved, Member Sollund seconded to approve the hiring of Kristyne Duray as a full-time paraprofessional for the 2017-18 school year. UC Member Burkel moved, Member Duray seconded to approve the hiring of Rachel Pearson as a part-time pre-school paraprofessional for the 2017-18 school year. UC Member Murray moved, Member Burkel seconded to approve the Third and Final Reading of Policy #533 Wellness and adopt it as district policy. UC Member Swenson moved, Member Sollund seconded to accept the following resolution to establish dates for filing affidavits of candidacy for the upcoming school board election. UC (SEE ATTACHMENT 1) Member Murray moved, Member Olson seconded to accept the following resolution to designate Superintendent/Principal Baron as Identified Official with Authority (IOwA). UC (SEE ATTACHMENT 2) Member Burkel introduced the following resolution and moved its adoption (SEE ATTACHMENT 3). Next Meeting: August 16 at 8:00 p.m. Attachment 1 RESOLUTION ESTABLISHING DATES FOR FILING AFFIDAVITS OF CANDIDACY BE IT RESOLVED by the School Board of Independent School District No.2358, State of Minnesota, as follows: 1. The period for filing affidavits of candidacy for the office of school board member of Independent School District No.2358 shall begin on Tuesday, August 1, 2017 and shall close on Tuesday, August 15, 2017. An affidavit of candidacy must be filed in the office of the school district clerk and the $2 filing fee paid prior to 5:00 o’clock p.m. on Friday, August 15, 2017. 2. The clerk is hereby authorized and directed to cause notice of said filing dates to be published in the official newspaper of the district, at least two (2) weeks prior to the first day to file affidavits of candidacy. 3. The clerk is hereby authorized and directed to cause notice of said filing dates to be posted at the administrative offices of the school district at least ten (10) days prior to the first day to file affidavits of candidacy. 4. The notice of said filing dates shall be in substantially the following form: NOTICE OF FILING FOR ELECTION TO THE SCHOOL BOARD INDEPENDENT SCHOOL DISTRICT NO. 2358 TRI-COUNTY SCHOOLS STATE OF MINNESOTA NOTICE IS HEREBY GIVEN that the period for filing Affidavits of Candidacy for the office of School Board Member of Independent School District No. 2358 shall begin on Tuesday, August 1, 2017 and shall close at 5:00 p.m. on Tuesday, August 15, 2017. The general election shall be held on Tuesday, November 7, 2017. At that election, one member will be elected to the School Board for term expiring January 7, 2019. Affidavits of Candidacy are available from the school district clerk, Tri-County Schools, Karlstad, MN. The filing fee for this office is $2. A candidate for this office must be an eligible voter, must be 21 years of age or more on assuming office, must have been a resident of the school district from which the candidate seeks election for thirty (30) days before the general election, and must have no other affidavit on file for any other office at the same ensuing general election. The affidavits of candidacy must be filed in the office of the school district clerk and the filing fee paid prior to 5:00 p.m. on August 15, 2017. Dated: July 13, 2017 BY ORDER OF THE SCHOOL BOARD /s/_________________________ Mark Koland School District Clerk (Continued) Attachment 2 Designation of Identified Official with Authority for the MDE External User Access Recertification System BE IT RESOLVED by the School Board of District No. 2358, State of Minnesota, as follows: The Minnesota Department of Education (MDE) requires that school districts annually designate an Identified Official with Authority to comply with State Access Control Security Standard 1.0 which states that all users access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority will assign job duties and authorize external user’s access to MDE secure systems for their local education agency (LEA). The Director recommends the Board authorize Ryan Baron, Superintendent/Principal of Tri-County School, to act as the Identified Official with Authority for the Tri-County School District 2358-01. Member Burkel introduced the following resolution and moved its adoption: RESOLUTION APPROVING SCHOOL DISTRICT NO. 2358 LONG-TERM FACILITY MAINTENANCE TEN-YEAR PLAN BE IT RESOLVED by the School Board of District No. 2358, State of Minnesota, as follows: 1. The School Board of School District 2358 has approved the Long-Term Facility Maintenance Ten Year Plan for its facilities for 2018-2027. The various components of this plan are attached. The motion for the adoption of the foregoing resolution was duly seconded by Member Olson and, upon vote being taken thereon, the following voted in favor thereof: Burkel, Duray, Koland, Murray, Olson, Sollund, Swenson And the following voted against the same: None Whereupon said resolution was declared duly passed and adopted.
