KITTSON COUNTY BOARD PROCEEDINGS December 18, 2018 The Kittson County Board of Commissioners met, pursuant to adjournment on Tuesday, December 18, 2018 at 9:00 a.m. All members were present. The meeting was called to order by Chairman Olson. The pledge to the flag was given. A motion was made by Commissioner Bouvette, seconded by Commissioner Younggren and unanimously carried to approve the agenda as amended. A motion was made by Commissioner Gillie, seconded by Commissioner Wikstrom and unanimously carried to approve the minutes from the December 6, 2018 County Board meeting as presented. Meeting with the County Board was Marc Rood with RtVision to do a presentation of the proposed timecard/cost accounting software discussed at the last meeting. The software would automate the payroll entry and cost accounting functions, add a time clock function, and replace the current paystub software. First year cost including implementation and training would be $15,572.50 and reoccurring annual costs would be $6,630 per year. The costs would be prorated between the County and MarKit landfill with $2,400 coming from money already being spent on the existing paystub software. A motion was made by Commissioner Bouvette, seconded by Commissioner Younggren and unanimously carried to approve an agreement to acquire the RtVision Timecard and Timecard+ software products. Meeting with the County Board was Kelly Bengtson, Kittson County Highway Engineer to update the Board on maintenance issues and road conditions around the County. Road conditions have been mostly good so far this winter. Some ice control has been performed on curves and intersections. The department has been cutting dead trees in the right-of-ways and mapping out beaver dams for removal. The new pothole patching truck has been delivered. The state bridge safety audit was performed on November 27. The variance request for a proposed project on CSAH 14 was presented to the state. A motion was made by Commissioner Wikstrom, seconded by Commissioner Gillie and unanimously carried to pay the final voucher on project SP035-606-023 to Knife River Materials in the amount of $56,839.64. A motion was made by Commissioner Wikstrom, seconded by Commissioner Younggren and unanimously carried to pay the final voucher on project SAP035-615-010 to Knife River Materials in the amount of $39,835.11. A motion was made by Commissioner Younggren, seconded by Commissioner Wikstrom and unanimously carried to pay the final voucher on project SAP035-627-005 to Knife River Materials in the amount of $36,460.85. A motion was made by Commissioner Gillie, seconded by Commissioner Younggren and unanimously carried to pay the final voucher on project SAP035-632-001 to Knife River Materials in the amount of $16,553.35. Meeting with the County Board was Scot Olson, Kittson County Emergency Manager. Olson presented the new State Homeland Security Program grant for Board approval. The grant, of which Kittson County is the fiscal agent, is for $105,000 for Region 3 for FY 2019. Olson also provided an update on meetings and other projects he had been working on. A motion was made by Commissioner Gillie, seconded by Commissioner Wikstrom and unanimously carried to approve the FY 2019 State Homeland Security Program grant in the amount of $105,000. Commissioner Gillie presented information from the NW MN Continuum of Care Youth Homelessness Demonstration Project and a request for a county contribution to help defray costs not covered under the program’s grant. The project requires additional funding in the amount of $10,215 and any contribution would be welcomed. The County Board instructed Gillie to discuss the matter with the Social Services Director. A list of assessment changes made by the Assessor’s Office after the County’s Board of Appeals and Equalization meeting in June was presented to the County Board for informational purposes.
